As a first responder or someone with medical training, the first thing you should do when encountering an unconscious person who is not breathing is to quickly assess the situation and take the following steps:

Call for help: Immediately call or tell someone to call emergency services, such as 911.
2.
Check responsiveness: Gently shake the person and shout to see if they respond.
3.
Open the airway: Tilt the person's head back slightly and lift their chin to open the airway.
4.
Check for breathing: Look, listen, and feel for normal breathing for no more than 10 seconds.
5.
Feel for a pulse: If there is no normal breathing, feel for a pulse on the neck near the windpipe.
6.
Begin CPR: If there is no pulse, start CPR with chest compressions and rescue breaths if you are trained to do so.
7.
Position the person: If the person is breathing and not suspected to have a spinal injury, carefully roll them onto their side to help keep the airway open.
Remember, it's crucial to act quickly in such situations as the chances of survival decrease rapidly with time without oxygen.
